You are taking a very Eurocentric perspective on this. There are plenty of countries that see nothing wrong with trying to increase the probability that their offspring are healthy and self-sufficient. It is mainly the US and Europe that view this as super sensitive topic due to historical reasons. People can make choices for their own family. No one is being forced to do anything.
