Here's how it worked: FY2020: MPD final budget was $559M, of which $41M was overtime monies not previously approved by the Council. So the Council had only approved an operating budget of $518M. 2020 actions for FY2021: Bowser asks Council for $578M operating budget for MPD for FY2021 Judiciary committee cuts Bowser's proposal by $10M to $568M (the usual back and forth between Mayor and Council) When Council goes to a final vote, it removes a $23M school security contract from MPD and gives it to 3rd party security vendors. Council approves operating budget of $545M for MPD. Is this "defunding"? Not really because MPD is literally doing less work. In FY2021, the MPD blows past their approved budget by over $50M due to overtime. So the final FY2021 actually-spent budget is somewhere around $600M for MPD.
