The city has given up and there is no capacity or competence to perform basic state functions. The only things that the mayor or council seem willing to do is shovel money to favored NGOs and companies or create new high paid government positions for “coordination”. No one is willing to commit to just make basic government functions work for residents unless someone else can make a buck off it.
