It's really not. Those people are dedicated and work VERY hard. ANd have to deal with the imbeciles who return or dump pets for all manner of dumb reasons. They are trying, imperfectly, to get people to honor their responsibilities and to make good placements. And most are on the fringes in terms of finances b/c they rely on donations. [/quote]
