I don't know how your property value has stagnated- you're in Howard County - the richest county in MD and one of the richest in the nation. I live in Montgomery County and see no decreases in property values despite the economy and the interest rates which is crazy. And as far as jobs go, Columbia, MD was rated by WalletHub as the #2 best city for jobs after San Fran: https://wallethub.com/edu/best-cities-for-jobs/2173
