With those stats, if the student was in-state, CU Boulder would be a safety, as they let everyone in to exploratory studies, if not the desired major. I am guessing this is an out of state issue, perhaps a failure of CU's enrollment management consultant's yield algorithm, that they couldn't be bothered to predict the yield well enough to admit this student.
