He has recused himself repeatedly. They pull the item, and everyone votes on it except him. He couldn't vote on any of the 31 items because? He didn't give a reason. Your example is that his conflict of interest prevents him from doing his job! 31 procurement contracts he couldn't vote on in one meeting.
