You will see a lot of “Reagan closed all the institutions” on this board but many democrats (ACLU) wanted out patient treatment facilities and independence for the mentally ill. Both parties are partners in this mess. Many mentally ill people are stable while undergoing treatment but they cannot be counted on to show up for therapy or to take their medication without full-time supervision. It would cost billions to run humane mental health facilities. It’s far easier for the government to pass out tents, hire city cleaning crews and look the other way. Nothing will happen until the city hits rock bottom and loses its tax base. [/quote] In addition to mental health institutions we now have a need for drug rehabilitation institutions as much of the degeneracy is stemming from drug abuse and widespread availability of very addictive substances that turn people into literal zombies, making alcoholics looks like successful fortune 500 CEOs. Maybe making shelters functional to the point that they aren't jail like may encourage homeless to use them instead of living on the streets? This might be a low hanging fruit to allow shelter resident go in and out as they wish and have some sense of safety and privacy? Creating tent cities helps nobody and solves zero issues.[/quote]
