The term "basic" is used to refer to a score that indicates grade level. Youngkin and his ed dept deliberately conflated the two terms to make it look like virginia students are not at grade level. The national exam scores do in fact match the SOL scores once you realize that "basic" means grade level and "proficient" means above grade level.[/quote]
