NP. When I was learning to drive my dad told me to pull left as I approached an on-ramp, making it easier for others to merge onto the highway. I remember not many months later when he was driving at or over the speed limit and got aggressively on someone’s butt and started flashing his lights (which, in my opinion is an aggressive behavior). He then was cussing about this person not being on the right. Keep in mind she was going at or over the speed limit. Anyway, I said “maybe she’s just doing what you taught me, and moved over to make it easier for all the traffic at the upcoming on-ramp to merge safely. He backed off and, sure enough as soon as we were past the merge she then merged over too. Also, let’s say (hypothetically) in op’s post there was 20 mile per hour bumper to bumper traffic in the right lane and she was going along at 70 in the left lane. She is using it as a passing lane then. And no, it doesn’t give someone permission to drive dangerously. I grew up in Massachusetts and, heading West on the Mass Pike the exit for New York City (near Sturbridge) can get a few miles of traffic backed up in the right lane. Why should someone who is not going to NYC sit in that lane (for example) instead of just driving in the left until they clear the traffic? I live in CA now and there’s a similar spot on the highway near me where through traffic pretty much always gets left because the right lane backs up so far.
