But they also have a lot more interaction with law enforcement and see with their own eyes that a lot of it isn't effective at fighting crime and is even counterproductive. Declare martial law in the majority-minority parts of the city? Because it's already illegal to shoot people. People who have been around have seen those knee-jerk responses and know that a) they don't actually affect the crime rate and b) they make life a lot worse for a lot of people who aren't in fact criminals.
