The other state schools are at a much lower level of academics. Also, many students may just want to get out of Illinois, or more specifically don't want to attend school in a rural, isolated area (Have lived in Illinois, have relatives in those rural areas, so I speak from experience) Maybe they want an urban area. Or maybe they just don't want to attend such a large university with 34K undergrads. If they want smaller and/or more urban, there really are not any viable state choices in Illinois.
