There are issues. Mary Cheh’s assessment - echoed by Goulet - that the problem is at least partly due to a lack or wrap-around services seems sound. However, that is a position is quite apart from making the point that voucher recipients are predominantly African American and are causing a lot of problems. Is it statistically true that most voucher recipients are African American? Yes.
