I live close to an apartment complex to which many voucher recipients have moved over the past few years. There are issues. Mary Cheh’s assessment - echoed by Goulet - that the problem is at least partly due to a lack or wrap-around services seems sound.

However, that is a position is quite apart from making the point that voucher recipients are predominantly African American and are causing a lot of problems. Is it statistically true that most voucher recipients are African American? Yes. Is what he said something that someone vying to be elected to represent an overwhelmingly-white ward on the Council of a racially-divided city should be saying? Hell no.

For the good of the ward and the city, he should withdraw from the race.[/quote]
