The culture in Norway is much more about the government being in control and providing benefits as opposed to the family unit.  A lot of couples aren’t even married before they have kids and most benefits come from the government.  It’s a different way of living.  [/quote]

I hope this ^is sarcasm. I don’t know about Norway, but in the USA everyone financially benefits from foster care (social workers, foster parents, therapist, etc) except the actual children. The children are used by everyone in the US and then discarded on the street at the age of 18, ill-equipped for nothing but poverty and homelessness [/quote]

Maybe. I imagine it's probably much like the private prison system here in the US. Corporations have a vested interest in the government creating lots of low-level offenders than can be incarcerated profitably. The outcomes are largely irrelevant. Maintaining the supply of "clients" is the goal.[/quote]
