How are the police saying this is unprovoked? [/quote] You're talking about 2 different incidences. The police said the on-leash Golden Retriever puppy in Phoenix was shot unprovoked. I have no idea about the off leash "Lab mix" (read: probably part Pit) in Virginia. [/quote]
