I had to take an "honesty" test when I was in high school for a retail job, and I answered the questions: "I think about stealing" with "no." But, they are designed to weed out people who are lying. I[b] would be concerned with anyone willing to say that they are fine with not having a phone. I think it absolutely means they will sneak it, and are telling you what you want to hear.
