The changes to admissions policies came from national groups.  These detailed plans including how essays will be graded by two reviewers, and the reviewers will receive periodic training to grade with equity considerations in mind, did not come from ad hoc meetings.  They had the plans drawn up by national groups before they set up the committees.[/quote]
