I found this website last year. They have both men and women but for men their target height is 6'3 to 7'1. We have ordered both joggers and their Traveler's Pants and both fit great. I have a son with similar measurements. Same age and height but a 30" waist and is all legs. I was so excited to get him longer pants that actually fit. They run sales if you subscribe to their emails and shipping was fast. I also just ordered him shirts from JosABanks that fit his arm length. 15 1/2 x 36.
