Here to update - so I actually love my in laws. They are awesome. The new dog sucks. But again, their previous ones have never been allowed in our home either. Found out my BIL is more than willing to watch the dog for free, but my MIL won't let him. For the fairness question, yes we previously brought our dog to their house. He's on 12 different medications 3x per day so during the pandemic we had no where to take him (even the vet wasn't boarding). Plus her old dog and him were BFFs. They loved each other and never fought (pre-going blind though). We have a dog sitter now and yes MIL made it clear that as a result of us doing what we always do (no dogs) now our dog isn't welcome at their home. Which is fine, but definitely it's in retaliation. I'm not sure what changed about my MIL and this dog in particular. She's also never tried to force her way on us like this before.
Re: the bold -- looking past this specific issue of the dog and this one visit: OP, talk to your DH. Do you and he see other changes in MIL? Not just about the dog, but is she getting more set in her ways and forcing "my way or the highway" and punitive measures on others, over different disputes I am not advocating leaping straight to "something's wrong with her," but I'm just noting that sometimes becoming more fixed in one's ways and unable to prioritize people over other things (pets, one's own rigid schedule, slights real or imagined) can be the very early start of, well, just plain old aging, or maybe something more. Again, not trying to pathologize her being stubborn and punitive, and certainly not excusing those behaviors! Just tossing this out there as something for you and especially DH to keep an eye on.
