These decisions to stay home are the result of so many other issues aside from the quality of teaching. Frankly, I would not be surprised to find that the majority of these decisions were made completely independently of teacher quality. We already have the DC data which show that our minority children are doing substantially worse, so don't go patting yourself on the back. How tone-deaf.
