Breaking it down to a granular level based on zip code is just another roadblock for people trying to figure if/how/when to get a vaccine. DC should have set up large vaccination sites, like you said, and just had the DC National Guard provide vaccines wholesale. Does that sound efficient to you? 159, 000 is well on the way to a quarter of our adult population, if they got it into people's arms.
