There is no "declare martial law" in the constitution. There are specific applications for the Insurrection Act. And in any of such cases, presidential power changes on 1/20. "What if we gave a war and nobody came?" Let them have their cosplay with their props, then leave. They cant afford to stay in hotel rooms for long.
