Brief/fleeting encounters are not zero risk. They're just very low risk. And the exposure risk from encounters are roughly cumulative. Walk past a couple people on an upcounty trail? No big deal. Walk past a couple hundred people on a crowded sidewalk in DC? Yeah, that is probably legitimately concerning.[/quote]
