Seems like it's both.

Sounds like they want to use the top 100 to catch the truly gifted students.  Then they want to use the remaining top 100 to catch the most qualified URMs they can find to fix their numbers.

Race isn’t one of the explicit factors used for the top 100, but they are using SES and underrepresented sending schools as a proxy for race.

They even mention that one of the pros of the new system is that it should admit more URMs. It’s clearly about race.

They will use the top 100 to make sure the geniuses get in and then use the rest to admit as many URMs as they can.

Then the lottery will ensure not too many Asians will get in.[/quote]
