They're part of a state-level agency: Montgomery-National Capital Park and Planning Commission.[/quote] It's an independent agency, not a state-level agency. It was chartered by the state, but there's no state-level oversight. The governing body is actually appointed by the Montgomery County Council and the PG County Executive. It seems like a strange set up to me.[/quote]
