And they put magnets in the "lower" performing school to draw (magnet) higher performers to that lower performing school. It worked well for RMIB only because RM is close enough to wealthier areas (it's on the western side of the county) that the school without the magnet also draws higher income families (look at JWMS which also has a highish number of high performers, not as high as some of the W clusters, but high enough where several make it to magnets).
