If you wanted more legal immigrants, you'd make the legal system more efficient. Instead, it's slow, byzantine, underfunded. A broken system is a feature, not a bug, if you're mostly interested in just not having that many immigrants. If you want more legal immigrants, you create a system that can swiftly process a lot of people and separate the dangerous people who shouldn't be let in from the ordinary people who should. [/quote]
