If you're referring to dashcam video of a woman being hit, that was at the crosswalk near McDonalds, where the speed limit has always been 35. She was looking down at her phone, but indeed it was the driver's fault for not stopping. There was no visibility because the car in the right lane had stopped, but still no excuse.

The 90 year old was crossing by Kenwood Country Club, at an intersection with a traffic light. I believe she was at fault because we never heard of charges being filed against the driver. That too has been 35mph for years.

What I don't like is when a death is the fault of the pedestrian/cyclist not following the rules, or a driver brazenly not following the rules (like driving 100mph on River) and then we all have to suffer.

Look at Little Falls Parkway by the swimming pool. A cyclist ran the stop sign on the CC Trail and was hit by a car and killed. Now because of that, they removed one lane of traffic each way, even though this incident was not the fault of the driver.

Oh. I forgot about the numerous cyclists who have been run over. But fgatcdoesnt usually happen in this stretch of road, so speed away while staring at your phone!

Well, since you aren’t as likely to run over your neighbors with your car now with the 35 mph speed limit why don’t you just branch out? 
You know - what about bow & arrow? Accidentally let your dog out of the yard? Errant shot when innocently cleaning your gun? Leave a hole in your pool fence by ‘accident’? 
There are so many other ways to kill your neighbors and not be found guilty if you just put some thought into it.
Staring at your phone while driving your car 50 mph is not the only way so don’t despair! [/quote]
