The default behavior when you are out with your dog shoukd be to keep it by your side on a short leash and not let it go up to anything without you first asking or unless the person asks to pet your dog. Dognowners should not take their dogs out unleashed, on a retractable leash, or on a long lead. Those are irresponsible and rude. The responsibility for this behavior is 100% on the dog owner, not the other people on the sidewalk. And for heavens sake, keep your dog out of grocery stores.[/quote]
