I had Ukrainian nanny who was a US citizen, I had maid from Philippines who was a PLR. We always tend to our garden, and my husband always cut the grass. I fixed a lot of things around my house by myself, including painting, wiring, tile work, replacing faucets, etc. I used contractors in past who's employees were from south america, but there were no way for me to check his employees legal status. I just picked the most reputable contractor in the area with over 20 years of experience. I agree that there should be a strict regulation about hiring non-citizens.
