This is common practice. If you really added up what most people would consider mgmt and fundraising it's much higher. Those annoying mailings you get? Some portion of that is allocated to "education" or something similar and it becomes a programmatic expense. Rent for offices downtown? That's allocated out to programs on a sq footage per person basis. Even accounting, hr, and it can be allocated out according to some predetermined formula. As long as you are consistent from year to year and can justify it to the auditors, you're good to go.[/quote]
