Congress can introduce a new law going forward that president's family must reside in the white house or pay their own security (and if they don't pay, then they don't get the free security and they reside outside of the WH at their own risk). The law should also set up a maximum amount of travel days so we are not dealing with a situation where a president is going to another city every weekend and costing millions of dollars in security.
