A prosecutor will generally not charge a case he cannot win. You must have evidence--not just evidence, but really, you need proof. If the victims refused to testify, it would be difficult to get a conviction. Did they refuse? Were they compromised by payoffs? There are a lot of cases prosecutors feel have guilty perps--but do not prosecute because they do not have a solid case. They have to concentrate on cases that will result in conviction. I doubt Acosta was paid off. [/quote]
