Maybe because, in a room with decision makers from across the county and in front of other stakeholders appealing for differential need, some of whom took a more holistic stance, they said nothing of the sort.

I'll agree with the part before the comma.  Regarding the part after, we simply have that which was said from which to judge, should we wish to make an assumption at all.  Sympathy garners sympathy, and recognizing that in one's advocacy effort was the suggestion.[/quote]
