Cruise ships operate according to maritime law in global jurisdictions and almost all the companies have the ships registered in foreign nations to avoid U.S. taxes. [/quote] Of course they can. They US can simply close all US ports to cruise travel. The ships can do what they want, but not access the ports. [/quote]
