I would absolutely believe this.

An administration can't aggressively work to "traumatize" its civil service, then in the same year overwork them to whitewash over the details of its own leader's specific participation in an actual pedophile and prostitution ring without some of those low-level, traumatized workers resisting as best they can.[/quote]
