Woodward is meant to solve WJ issues of over crowding. You need a buffer because very soon WJ and Woodward will be at capacity. The master plan has housing congregate on the Pike and throughout WJ. Just take a drive through and see the development going up. And maybe one day Lerner will put something at White Flint.

And it's silly to say DCC pays more taxes than the West side of the county, bc that's not true.

WJ definitely paid for Woodward. Not the DCC and many of whom don't pay any tax and most of whom receive benefits (see FARMS).[/quote]
