No. The number of elections that end with only 1-100 votes between winner and loser is extremely rare. To overturn a presidential election we’re talking on a fraud scale so mammoth you’d need a large gang of people involved and then it becomes easier to uncover than the rogue single fraudulent voters whose fraud should be prosecuted but did not influence election results.
