The CDC’s guidelines made sense at one time, when “substantial transmission” was sufficient to threaten hospital capacity. It doesn’t make sense anymore. Counties are in the “substantial” category if their positivity rate is below 8 percent and they have fewer than 100 cases/100k/week. We haven’t seen 8 percent positivity since the darkest days of the pandemic. Our positivity rate puts us in the low category on its own, but the definitions don’t work that way. The CDC should come up with different metrics, because these don’t mean what they used to. We’ve been dealing with the pandemic long enough that the CDC should be able to model actual infection rates (using case rates and positivity) accurately enough to inform decisions about low-cost mitigation such as masks. Until then, everyone should ignore the CDC’s metrics.
