That seems a bit like a Catch-22, if true, because the allegation here is that Hingeley’s conflict of interest is what prevented the matter from even going to trial.

It's not a "seems a bit like" - it's the law.

Do they even have a lawyer who understands how the law works in VA?

If they do they should not be paying this person because they have failed them at every meaningful step in the process...
