Because she's wrong.  T[b]he "misclassification" of covid deaths is a talking point but it's wrong.[/b]  Virginia hasn't changed how positive cases are counted, has changed how numbers of tests are counted.

....Deaths will include those that are "probable" but didn't have a test.  These could be anything respiratory related.  Regular flu?  Yep, Covid-19.  Asthma?  Yep. Covid-19

And, we have patients who have died WITH the virus but not BECAUSE of the virus.  It is difficult to discern which it is.

One way to answer the question of under versus over counting is by looking at excess mortality. That is how many more deaths are happened than were happening last year (or averaging over the last several years) at this time. The data shows that deaths are up above what is being attributed as COVID deaths across the board.  This is a crude metric because it tells you that more people have died this year but not why. But I think it does answer the question - are we over counting Coronavirus deaths?  The answer is no.
