Refunds do not come from appropriated funds but the workers’ pay does. The lawyers are bending over backwards to make it happen.[/quote]
Are they going to do this every time someone complains about not receiving a government service (small business loan approval, EPA permit) or a government issued payment?  Make federal workers provide these services and process the payments without pay.[/quote]

Basically, you’re saying anything that could embarrass Trump would be made essential.  At that rate (and I don’t doubt it will happen), all government functions will be made essential.  We’d have the entire government up and running like normal except no one will be getting paid.  For month.  Or years.[/quote]
