The rest of us are not in that situation and many are reluctant to move about much in DC with the daytime homicides of those who are not in the game. That applies to residents, commuters and tourists. Cooperative victims have been shot to death in front of witnesses, stabbed and witnesses have been sprayed with gunfire.
