If what you wrote was implemented immediately youth soccer would have 16 year old "freshman" (held back 2 years in 8th grade typically for sports) playing against 14 year olds. It would be a HUGE drop in club participation because players would clearly see that teams dont matter playing down 2 years does. Why go though all the effort and pay the big fees if you're not planning to play down.
