A flash party is a party that is posted on social media and kids show up for a party in a random public (and sometimes not public) place.

Thanks for the info about "flash party". But at this point, the girl and mom say they did NOT advertise on the internet. They say that was not them who did that. 
And too many kids or not, how did that justify Barney Fife throwing that girl around? It does not matter what happened 15 minutes before. In that moment, what in the hell justifies what he did??? He said leave, she left. She made a smart ass remark(not illegal and not stopping her from continuing to leave) and he grabbed her. She's on the ground and his dumb ass is telling her to get on the ground -- WHERE SHE ALREADY IS!!!
The kid is crying to call her mother !!!!

Correct, the mom and girl had a party IN ADDITION, somebody advertised a flash party in the same general location, not sure if it was for outside the pool in the neighborhood and kids started "crashing" the pool party or if the party was to be in the pool area.

Nobody is justifying what the police officer did, what he did was wrong, he should be counseled, but he quit so that is a moot point.
