[/quote] Besides Pennsylvania (via the caveat they included), the "alternate electors" in these states didn't represent themselves as "alternate", they represented themselves as the real thing. Aside, the premise behind your question doesn't even make sense. So at the end of an election, all states are free to submit real electors and alternate electors...and the Vice President then decides which to count? I can't even find any support online that says that alternate electors are a real thing.[/quote]
