He is either totally clueless, or he is trying to justify his hesitancy in downing the balloon.  Probably the latter.  But, the former cannot be ruled out. 
The Biden administration has not dealt with China effectively at all.

I am reminded of John McCain's opinion of Secretary Blinken back in 2014.....
