Redshirting occurs in public schools too but very slightly less. https://www.brookings.edu/blog/up-front/2022/09/13/who-redshirts/amp/ Private school: 8.4% Public school 6.0%
This is extremely misleading. These may be averages for private schools, but within a particular school the number is going to be a lot closer either 100% or zero. For many private schools, the parents have a little to no choice. Which is fine, it’s a private school, and you don’t apply to one of those private schools with a summer kid unless you know that and understand that in public schools where it’s entirely a matter of parental discretion, I’m sure it varies much more by a variety of other factors. At private schools, parents don’t redshirt because they are trying to win the cage match of kindergarten. They redshirt because the admissions officer says to them “We can offer Larla a spot with the kindergarten class.” The parent either says yes or finds a different school. That’s it. And many of these schools could fill their classes with full pay students several times over, so the parents really have very little bargaining power. It seems to work out fine and certainly the schools have been producing well-educated and successful graduates for many years. But by all means, if being around redshirted kids would bother you, do not have your child apply to those schools.
