Implement multiple measures. Close all schools. Shut down all recreation in the city. Everyone telework who possibly can. Everyone stay home if they can. Fines or prison for people who do not follow the rules -- no teens congregating at the mall. Leave home only for work (essential work -- not party planning or gyms) and to go grocery shopping. Yes that's going to be people out and about. People said "But what about the nurses who have children they can't leave?" Create emergency day cares as S Korea did in the now empty elementary schools.
