Just because their 17 year old had access to their gun doesn't mean they are negligent. Is there a law that you can cite that states they had to lock up that gun in Virginia so a 17 year old couldn't access it?

With this particular 17 year old and his history, absolutely negligent.

But you have a point. We do need some additional laws that adults need to lock up their guns so minors can't access them in general.
